When Stauffenberg joined the conspirators things changed. He was able to save Allied airmen from being executed thanks to his cousin, Helmuth James von Moltke. Plans had to be made for control of the country once Hitler was taken out of the picture. The existing institutions had to be dismantled and the war brought to an end. That would be difficult because Hitler had created an overlapping authority. There was OKH, OKW, OKM, RSHA, the SS and the Gestapo.
There was a blueprint in existence endorsed by Hitler himself. It was code named ' Valkyrie'. This Operation would mobilize and deploy the Reserve Army which numbered more than 4 million by 1944. These troops would occupy cities, impose martial law and wield supreme authority. Operation Valkyrie was entirely in the hands of the army. Stauffenberg and the others would have the administrative machinery in place. Their plan was to release a cover story and then mobilize the Reserve Army throughout the Reich. Officials would be arrested and then a coup d etat would happen. Tresckow's secretary Margarethe von Oven would type secret orders. She was to wear gloves so the documents could not be identified. Many details had to be worked out.
