In Bible times, oxen or ram horns were symbols of authority, power and victory. The Horn of Salvation is a symbol of ultimate authority and victory. He is the one who conquered sin and death by dying on a cross. He had power of his resurrection life. He was raised up as a deliverer. He came from the line of King David. 

The Horn of Salvation is the power of his sacrifice that sets the captive free. He removes shame, fear and death. Because of the Horn of Salvation, we are the victorious ones. Saved and delivered.

So who is the Horn of Salvation?. It is Jesus Christ whom I love.
