When J Bruce Ismay heard Captain Smith give the order for the lifeboats to be prepared, he walked over to the starboard side of the huge liner. Starting at 12:05 pm on April 15 1912, Ismay began helping women and children get into Lifeboats 3,5,7 and 9. When 13 of the 16 standard lifeboats were away, Ismay walked over to one of the liner's canvas sided liferafts. This was Collapsible C. 
Ismay helped women and children get into the liferaft. The raft could hold only 47 people. Ismay helped 21 women and 14 young children get in. That was 35 passengers. Six crew members also got in. That became 41 people now on board. So who were the two men who got on board at the last minute?. It was determined that it was J Bruce Ismay and William E Carter.
So who was William E Carter?. He was an American polo playing millionaire. He was a member of the Philadelphia fast set. He had a Renault motor car in the hold of the huge liner.
It was hard to lower Collapsible C to the water. In charge of the canvas sided life raft was George Rowe. 
The boat did finally reach the water.
